In the early 1930s, Mr J. van der Poel,(1888-1982), tax official and director of the Rijksbelastingacademie (Netherlands National Tax Academy), started collecting objects of historical interest in his field. Soon the collection reached impressive proportions. Van der Poel kept the objects in a couple of rooms in one of the tax offices at the Boompjes location in Rotterdam. In 1937, the collection was entrusted to the Stichting het Nederlandsch Belastingmuseum (The Netherlands Tax Museum Foundation).
When teaching Fiscal History to his students, he used the objects to illustrate his lectures. Van der Poel held the opinion that Fiscal History was an essential part of the general education his students needed to do their future jobs properly.
