Boards of inquiry were established in 1887 to investigate child labour and in 1890 to look into working conditions in all branches of industry. Directors, inspectors, doctors and workers of all shapes and sizes provided descriptions of their work as well as their family life, consumer habits, education, health and future expectations.

These inquires throw light on other striking matters such as incidents of violence on the Hague steam tram or the fact that railway personnel were required to pay a fine if a train was delayed.
