In September 1609 Hugo de Groot (Grotius) published his Mare Liberum sive de jure quod Batavis competit ad Indicana commercia dissertatio (‘The free sea or Treatise on the right of the Dutch to trade in the Indies'). De Groot argues that the sea is a common good and that no state could claim property. This thin booklet had a major impact on international maritime law.
