- The Palace of the dairyo, Japan’s Emperor, in Kyoto. At the time, the country was governed by the Shoguns, Japan’s military rulers, and the Emperor played no more than a ceremonial role. The Dutch often called the Shogun ‘the Emperor of Japan’; but actually this was not correct. In theory, the Emperor enjoyed absolute power, but de facto the actual power was in the hands of the Shogun. In 1868, when the last Shogun lost his position after a civil war, the Emperor’s power was restored. A new state was constituted under the leadership of Emperor Meiji. This process was known as the Meiji Restoration.
