- De Willem de Zwijgerkazerne in Wezep was een centraal opvangcentrum dat werd bewaakt door militairen van het Regiment Van Heutz. De tijdelijke bewoners van de kazerne kregen verblijfspasjes die bij terugkomst in de kazerne werden gecontroleerd door de soldaten. In 1962 werd de kazerne bewoond door Toegoenezen. Deze waren vanuit Nieuw Guinea naar Nederland gekomen. Hier krijgt een Toegoenese jongen onenigheid over de pasjescontrole. De militairen kenden de mensen die in de kazerne verbleven goed, maar hielden zich desondanks aan de regels.
