- The first page of the letter King William II sent to the Shogun, Japan’s military ruler. In this letter, he advised the Shogun to open Japan’s borders to foreigners. The main part of the letter was drawn up by Philip Franz von Siebold, a scientist who traveled through Japan. The Shogun’s advisors sent a reply on his behalf accompanied by gifts, but said they would not introduce any changes to the policy.
