- As from August 1863, the Dutch diplomat De Graeff van Polsbroek held the post of consul general and political agent in Japan. He was the most important representative of the Dutch government and played a major part in the many negociations between Japan and various Western countries. On behalf of the Dutch government, he approved the plan to lift the Shimonoseki blockade in 1864, in cooperation with British, French and American ships. In January 1867 De Graeff van Polsbroek was recalled by the Dutch government. In view of the high costs, objections had been raised in Parliament against maintaining legations in far off countries such as Japan.
